Planning and Zoning

The Planning and Development Department is located in City Hall at 203 College Street. The mission of the Planning and Development Department is to assist the public with matters of Zoning, Construction, Business Regulations, and Permits.


Zoning and Property Use Districts

Florence has established five (5) Residential Districts, one (1) Main Street Heritage District, one (1) Downtown Historical District, seven (7) Commercial Districts, two (2) Industrial Districts, and one (1) Agricultural District.

Site Plan Review

Site Plan Review as required by the Commercial Architectural Controls Ordinance is reviewed by the Architectural Review Committee which is composed of the City Department Heads and the City Engineer. All Site Plan Reviews must be approved by the Mayor and Board of Aldermen. Contact the Zoning Administrator for information concerning required Residential reviews. Contact the Fire Marshal for information concerning required Commercial reviews.

Department of Building Safety

The mission of the department is to assist the public with building permits and inspections to insure compliance with City Codes and Ordinances.

Contact the Department of Building Safety prior to constructing any accessory building or structure and prior to any remodel, change of use, enlargement, alteration, repair, moving, demolishing any existing building or structure to determine building permit requirements.

The Permit Clerk is the contact person for building permits and scheduling of building inspections. Her office hours are 9:00 AM until 1:00 PM Monday through Friday. Inspection responsibilities are shared by the Zoning Administrator and the Fire Marshal.

Planning and Zoning Commission

The Commission consists of five (5) members appointed by the Mayor and Board of Aldermen. The Commission and conducts reviews or addresses matters as directed by the Mayor and Board of Aldermen.

Code Enforcement

The mission of Code Enforcement is to ensure public health, safety, and welfare of the residences of the City.

Issues regarding City Ordinances and property maintenance may be reported to the Zoning Administrator.

Individual property owners and Homeowners Associations are responsible for enforcement of subdivision restrictive covenants.
